What is the European Defence Fund (EDF)?

The EDF is the EU's €8 billion programme to fund collaborative defense research and capability development. It aims to reduce fragmentation in the European defense market and support the competitiveness of the EU defense industry.

Who is eligible to apply for EDF funding?

Consortia must generally include at least three eligible entities established in at least three different Member States or associated countries. Entities must be established in the EU or Norway and must not be subject to control by a non-associated third country, unless strict security guarantees are met.

Does the EDF fund dual-use technologies?

The EDF is strictly focused on defense applications. However, technologies with civilian origins (dual-use) can be funded if the specific project aim is to develop or adapt them for military capabilities. Purely civilian dual-use tech is better suited for Horizon Europe Civil Security for Society.
